Users should be able to share surveys with other users. This would mainly be useful for sharing survey templates, but could also provide access to survey results. Sharing should be possible read-only and read-write.

Note: The share feature must be backwards compatible, i.e. existing databases must continue to allow the same access as before. This might potentially require a database migration to transform existing surveys to a new access format.
